Background information

The Government of the Slovak Republic approved support to municipalities and residents affected by the earthquake that occurred on October 9, 2023, based on the provisions of the Act of the National Council of the Slovak Republic no. 42/1994 Coll. on civil protection of the population. The provided support consisted in financial aid, from the General treasury, as well as material aid taking the form of accommodation for the affected residents.

Content of measure

The earthquake near the town of Humenné was recorded on 9 October 2023 at 20:23 local time. The epicenter was northeast of the village of Ďapalovce (Vranov nad Topľou district), the focus at a depth of about 4-18 km. According to preliminary analyses, the local magnitude was 4.9 A state of emergency was declared in the Prešov region. Two people were hospitalized. As of 11 October 2023, more than 100 claims for support were registered. The earthquake was felt in Košice, Prešov and Humenné and in other cities and towns in the region. Total damages were estimated at around €8-16 million. More than 800 family homes, 19 kindergartens and primary schools, dozens of municipal offices and cultural centers, churches, parish buildings and other religious buildings were damaged by the earthquake.

The following updates to this measure have been made after it came into effect.

09 October 2024

The Ministry of Labour, Social Affairs and Family (MPSVR) of the Slovak Republic provided a subsidy for the support of humanitarian aid due to the earthquake in the total amount of 2,765,605 EUR to the affected residents as natural persons, as well as to municipalities as legal entities. Specifically, aid in the total amount of 525,000 EUR went to 35 municipalities to deal with damages caused by the earthquake. Each of the municipalities received a subsidy in the maximum amount of 15,000 EUR. According to the Department of Labour, the subsidy is intended to provide the necessary material for citizens of municipalities and cities, to repair damaged dwellings. The specific use of the subsidy is decided by the municipality or city itself. The commission assessed a total of 480 applications, 12 of which were unauthorized. The largest package, amounting to 459,620 EUR, will go to residents of the village of Nižná Šitnica, where 40 applications were approved.

Use of measure

The government allocated €1.5 million to help municipalities and legal entities after the earthquake. From the allocated sum, €1,156,750 should go to the affected municipalities. Another €343,250 should go to parishes and churches. The allocated subsidy will be gradually released from the state budget from the General treasury management chapter.
