Background information

The measure is based on the Government Regulation No. 155/2023 Coll. amending the Government Regulation No. 131/2022 Coll. which sets some measures in the field of labour, social affairs and family in connection to the war in Ukraine.

The amendment introduced the third package of inflation subsidy. It follows the inflation subsidy and the inflation subsidy II .

The aim of the amendment was to provide financial support to households with low income who did not receive the subsidy in the year 2022.

Content of measure

For the purpose of the subsidy, low income was defined as an average income not higher than 1.81 times the amount of the subsistence minimum. The income is tested per whole household.

For the purposes of the subsidy, it is considered relevant income the one from:

  • employment;
  • self-employment;
  • pensions;
  • social benefits (for instance unemployment benefit, sickness benefit, child-care allowance, parental benefit, assistance in material need, cash home-care allowance, alimony).

Other relevant criteria include:

  • the household must have such minimum income for six consecutive months before the month of the application for the subsidy;
  • only one person per household may apply for subsidy;
  • none of the household members received any form of subsidy or 13th pension in 2022;
  • the applicant must have a permanent or temporary stay in the Slovak Republic.

Applications was opened at local offices of labour, social affairs and family from 1 May 2023 to 31 July 2023. Eligible household received a one-off subsidy €100. The first payments were in June 2023 for applications submitted in May 2023.

Use of measure

As of 1 July 2023 the subsistence minimum has been:

  • €268.88 a month for an adult person,
  • €187.57a month for another jointly assessed adult person and
  • €122.77 a month for a child living in the household (either minor child or dependent child).

The estimated number of recipients was 50,000.

A total of 5,788 households applied for the subsidy under the third inflation package between 1 May 2023 and 3 July 2023. Most applications were submitted in Rimavská Sobota (618), Košice (602), Bratislava (437), Lučenec (318) and Prešov (262).
