Background information

The target of this measure is to increase the employability of refugees from Ukraine. Employability efforts are focused on the development of practical skills for the labour market.

The measure is provided within the project Helping Refugees. It was financed from the state budget in 2022, but in 2023 it started being financed from EU sources and implemented under Operational Programme Human Resources, CARE – ESF.

Within the public employment services (PES) the measure is provided according to the Act No. 5/2004 on Employment Services, Section 54 Projects and Programmes.

Content of measure

The measure provides finances to support mentoring programmes in the workplace. The support consists of the contribution for employer and the subsidy for the refugee. To receive the contribution, the employer signs an agreement with the labour office to confirm their participation in the programme. The employer appoints a mentor among the employees in the company. One employee can mentor up to three persons. Mentoring is provided up to three consecutive months, four hours a day, for maximum of 80 hours a month. At the end of the mentoring the mentored employee receives a confirmation on mentored training from the employer.

The measure is aimed at refugees from Ukraine with granted temporary refugee status. The second target group include the employers who are interested in providing mentored employment at their workplaces.

Use of measure

Total of 192 participants from Ukraine with temporary refugee status and 126 employers participated in the measure in 2022. Almost 85% (out of 192) of participants were women. Almost 60% of 192 participants were between 30 and 49 years of age. About 48% of all participants worked in elementary occupations, 23% worked as service and sales workers and about 15% as clerical support workers. Almost 43% of employers participating in the measure (total 126) were private companies.

A total of €121,942 was spent for the measure in 2022. The total allocation for the whole national project is €5.06 million.
