Background information

The new program is dedicated to increasing energy efficiency in housing which will include vouchers for the population of RON 25,000 (approx. €5,000) for the purchase of solar panels and RON 25,000 (approx. €5,000) for the storage of energy produced. Each family can received RON 76,500 (approx. €15,500) for the renovation or replacement of windows and doors.

The Government decided to transfer to the RePowerEU the National Recovery and Resilience Plan (NRRP) component for the development of renewable energy production capacities to with an allocation of €460 million. The value of the voucher will be set at RON 25,000 (approx. €5,000) for a 3 kW net photovoltaic (PV) panel installation. For an energy storage module with a minimum output of 5 kWh, the voucher will also be worth RON 25,000 (approx. €5,000). For these storage installations to be eligible, the condition that the PV system is not connected to the grid but is dedicated for self-consumption. For an average household, the adoption of photovoltaics can easily cover at least 50% of electricity needs, and by changing consumption habits and integrating energy-efficient appliances, this can reach over 70%.

Content of measure

The programme will start at 1 January 2024 and run until 2026, with a total budget of €1.1 billion under the RePower EU component. These funds will be accessible to both rural and urban residents. Romania will fund nearly €2 billion of energy projects through the National Recovery and Resilience Plan (NRRP), through the RePowerEU component.

The funded projects funded will be: vouchers for the energy renovation of housing, vouchers for photovoltaics, floating solar panels on irrigation canals, energy advice desks, energy renovation of public buildings, use of unproductive land for green energy production, green energy training and investments for the digitization and modernization of the Transelectrica (one of the main actor in the energy system; it manages and operates the electricity transmission system and ensures electricity exchanges between Central and Eastern European countries as a member of ENTSO-E (European Network of Transmission System Operators for Electricity) grid.
