Background information

The Ministry of Investment and European Projects finances, through the Human Capital Operational Programme, the settlement of expenses for basic needs and support to displaced persons from the area of armed conflict in Ukraine.

On 6 February, the call for the settlement of expenses for the support of refugees will open, with a budget from European funds.

Content of measure

It finances support measures provided by the Romanian state to refugees who entered Romania through the border points with Ukraine and the Republic of Moldova, whether Ukrainian citizens, foreigners or stateless persons, on a unit cost basis, to cover immediate basic needs. The amount of support is paid from EU funds and it is set by Regulation (EU) 2022/2039 at €100 per week for each full or partial week that the person is in Romania, for a maximum of 26 weeks in total, starting from the date of arrival in Romania.

The total value of the scheme is €118 million, of which €100 million is through the European Social Fund and the remainder from the state budget. The amount of support is €100/week for a maximum of 26 weeks.

The financial support granted in the form of a unit cost may be paid for expenditure incurred from 24 February 2022 until the expiry of Implementing Decision (EU) 2022/382 providing for temporary protection measures for displaced persons from Ukraine, but no later than 31 December 2023.
