This program provides non-reimbursable funding for energy efficiency projects, reducing energy consumption and implementing systems using renewable energy sources such as photovoltaic or thermal panels, heat pumps or other energy production devices.
The funds are offered by the Administration of the Environment Fund (AFM) which operates as a specialized body of the central public administration, with legal personality, under the coordination of the Ministry of Environment.
The aim of the program is to increase energy efficiency, improve air quality and reduce greenhouse gas emissions using photovoltaic panel systems with a minimum output of 3 kW to produce electricity for own consumption and the delivery of the surplus into the energy system national grid.
The energy efficiency solutions that can be implemented are: insulating the home, replacing old lighting systems with more energy efficient systems, replacing old heating systems with efficient heating systems or installing heat recovery systems.
Eligible applicants and amount of funding are natural person and a place of worship, for the building used as accommodation for clerical staff or the building which is intended for use as a space in which religious services and activities are held.
The funding is granted up to a maximum amount of RON 20,000 (approx.€ 4,000) subject to an own contribution of beneficiary's own contribution of RON 2,000 (approx.€ 400).
The amount financed by the authority is deducted by the approved installer from the total amount of the invoice and the difference up to the total amount of the invoice shall be borne by the beneficiary from its own financial sources.
In 2023, the total number of beneficiaries was 9,582 and the total spent budget was RON 191,6 million (approx. €38,3 million).
In 2024, the total number of beneficiaries was 5,481 and the total spent budget was RON 109,6 million (approx. €21,9 million).
