Background information
The measure responds to the need of ensuring adequate conditions for persons coming to Romania from the areas of armed conflict in Ukraine and who do not request a form of legal protection as asylum seekers within the temporary accommodation and humanitarian assistance camps. The measure also intends to create a uniform set of regulations laying down the rules for financing the assistance and support for refugees coming from Ukraine.
Content of measure
The measure states that individuals who host foreign nationals or stateless persons coming from the area of armed conflict in Ukraine and who do not request a special legal protection as asylum seekers shall benefit within the temporary accommodation and humanitarian assistance camps of the following utilities needed during their temporary stay: food, clothing, personal hygiene materials.
The Romanian state covers up to RON 50 (€10) per day per person for the accommodation in the special units organised by public authorities for persons coming from the are of armed conflict in Ukraine.
In addition, the measure provides that individuals who host foreign nationals or stateless persons in special situations, coming from the area of armed conflict in Ukraine, will be reimbursed an amount of RON 20 (€4) per day per hosted person for food expenses and RON 50 (€10) per day per person for accommodation. The reimbursements will be paid from the budgets of the County Inspectorates for Emergency Situations, respectively the Bucharest-Ilfov Inspectorate for Emergency Situations.

Use of measure
At the end of April 2022, the total amount of reimbursements for accommodation to individuals hosting persons coming from the area of armed conflict in Ukraine amounted to €351,000.
The amount of reimbursements for food amounted to approximately €1 million at the end of March 2022.
About 50,000 accommodation units, including the one organized by public authorities or private entities were available at the end of April in Romania.
According to the data provided by the Romanian government on 13 January 2023, the program to reimburse hosts of Ukrainian refugees has provided RON 373,941,992 (€76,004) for housing RON 152,063,544 (€30,907) for food an average of RON 1,735,991 (€352,846) spent per day.
In partnership with AirBnB: 1,545 individuals were accommodated for 13,800 nights.
The counties with the most beneficiaries are Constanta, Bucharest-Ilfov, Suceava, and Brasov.
