Background information

The Ministry of Internal Affairs officers conducted safety checks to prevent and combat incidents involving Ukrainian refugees. These include traffic checkpoints, car registrations, and visits to places of accommodation.

The Romanian authorities have developed a coordinated response to best manage the problems faced by refugees at all levels, including the risk of refugees being exploited in human trafficking, where all actors involved have carried out activities to remove or limit the possibility of refugees being victimized through human trafficking. At the level of the Ministry of Interior, specific measures were taken on the anti-trafficking component as well as on the prevention and support component.

Content of measure

National Agency against Human Trafficking together with institutional partners (governmental institutions, local authorities, NGOs and international organizations), carried out activities by providing refugees with the necessary information in Ukrainian language to prevent victimization.

Prevention measures include awareness campaigns, a dedicated helpline, and a referral mechanism that are put in place by the National Agency against Human Trafficking and civil society. Identification indicators and direct referral procedures have been provided to border police and asylum reception centres.

Thus, numerous materials (flyers, brochures), including emergency telephone numbers, have been developed and distributed at border crossing points and asylum centres, and the information is posted on the websites and social media of actors involved in the fight against human trafficking, including the Romanian Government.

The authorities improved the border security, trained border guards to detect signs of human trafficking, accredited staff of NGOs assisting refugees at border crossings and provided transport from the border to shelters. A set of procedures for registering and tracking unaccompanied minors were created and a task forces was set at county level from representatives of the Directorate General for Social Assistance and Child Protection, NGOs and the international community, as well as education and public health officials.

Use of measure

Almost 7,500 Ukrainians were checked at 1,133 locations of accommodation, there are 380 traffic checkpoints operating, and over 35,600 vehicles registered in Ukraine have been inspected.
