The measure is adopted in the context in which Romania aims to reduce by at least 30% its direct and indirect GHG emissions compared to ex-ante emissions. The measure aims towards a more efficient economy from the point of view of the use of energy sources.
The measure is in line and contributes to the achievement of the objectives of the National Integrated Energy and Climate Change Plan 2021-2030 and the objectives of the European Union regarding energy efficiency provided for in Directive (EU) 2018/2002 of the European Parliament and of the Council of 11 December 11 2018 amending Directive 2012/27/EU regarding energy efficiency.
Against this background, the measure was adopted as part of the National Resilience and Recovery Plan through an Order of Minister of Energy.
The state aid measure scheme disposes of a total budget of €62 million under the form of grants of maximum €1.2 million per enterprise, representing 30% of the eligible costs.
The state aid scheme will support investments in the modernization, monitoring and efficiency of energy consumption at the level of economic operators in the industry.
The following categories of applicants are eligible for the state aid scheme: economic operators – micro-enterprises, small and medium-sized enterprises, but also large enterprises, entities with legal personality registered in Romania and operating in accordance with national legislation in the field, on the territory of Romania. Companies from fish farming sector are not eligible for the state aid scheme.
The following activities are eligible for the state aid scheme: replacement of equipment at the level of economic operators, re-technologisation and modernization of production systems; implementation of measures to recover thermal energy losses from the technological processes; telemanagement systems; systems regarding the identification of consumption peaks and the gradual release of energy and its planning; acquisition of digital platforms for centralizing consumption data/reducing consumption/monitoring of indicators on the entire activity, at the level operators; digitization and remote data transfer; other packages of measures to improve energy efficiency at operator level economic with major impact in reducing energy consumption, GHG emissions and energy intensity, excluding activities related to fossil fuels.
By carrying out the projects that can be financed under this aid scheme, the aim is to implement a minimum of 50 projects aimed at increasing the energy efficiency of the industry, which will determine an energy saving of at least 30% in the economic activity of the beneficiary enterprises.
