Background information

The liberalization of energy prices starting with 1 January 2021, and the Ukraine war resulted in an unprecedented increase in the price of electricity, natural gas, which had an impact both on the increase in the prices of public utilities for population as well as on the increase in the prices of consumer goods. This has caused a decrease in the purchasing power of vulnerable people, with a significant impact on the living standards of the population.

Against this background, in June 2022 the Government has adopted an emergency ordinance (Government Emergency Ordinance 74/2022) providing for a financial aid paid once, in July, to the most vulnerable pensioners.

Content of measure

The GEO 74/2022 provides that a financial aid of RON 700 (€150) will be paid in July 2022 to all pensioners enrolled in the public pension system, but also to the beneficiaries of military pensions and special pensions whose income is lower than RON 2,000 (€400). In the calculation of the disposable income, the following monthly incomes are taken into consideration: income from public pensions paid in July 2022, income from special pensions and from the social indemnity paid to pensioners and income from wages. The special financial aid is paid only if the amount resulting from the above mentioned sources of income is lower than RON 2000 (€400).

The measure is part of the governmental program "Sprijin pentru Romania" (Support for Romania).

Updates

The following updates to this measure have been made after it came into effect.

08 December 2022

In December 2022, the Government has adopted the Emergency Ordinance 168/2022, which provides a financial aid paid to pensioners with an income lower than RON 3,000 (€600) as it follows:

  • RON 1,000 (€200) for those whose income is lower or equal to RON 1,500 (€300).
  • RON 800 (€160) for those whose income is comprised between RON 1,501 and RON 2,000 (€300 and 400).
  • RON 600 (€120) to those whose income is comprised between RON 2,001 and 3,000 (€400 and 600).

The financial aid is paid in two tranches, in January 2023 and October 2023.

Use of measure

Approximatively 3.3 million pensioners will benefit from the measure, according to the Ministry of Labour and Social Solidarity. This represents about 65% of the total number of retired people in Romania (5.24 million in the second quarter of 2022, according to the National Institute of Statistics). According to the same source, the average pension in the second quarter of 2022 was RON 1,772 (€355).
