Background information

This measure is a continuation of a measure set in 2020, meant to help small and medium enterprises to overcome the difficult situation caused by the current pandemic. Its specificities are made public in the Official Gazette, by the Ministry of Investments and European projects.

The aid is granted in the form of a state aid scheme, as a financing from non-reimbursable external funds, by granting temporary aid with limited value to those SMEs that are facing a deficit or unavailability of liquidity. The funds are provided through the Competitiveness Operational Program, in accordance with national and European legislative regulations.

Content of measure

The beneficiaries of this measure are SMEs with activity in specified sectors, that made profit in at least one of the last 2 fiscal/reporting years, can participate with at least 15% of the grant value, have obtained the emergency situation certificate (proving that their activity has been affected by the pandemic), maintain or, where appropriate, supplement the number of employees for a period of at least 6 months from the date of the grant.

The budget allocated to this measure is €907,031,250 (RON equivalent), of which €765,000,000 from non-reimbursable European funds (84.3%) and €142,031,250 from the state budget (15.7%). The value of each grant depends on the value of the turnover for 2019, but it cannot exceed €150,000.

23 December 2021

In December 2021, the application of the measure was extended until 30 June 2022.

Use of measure

The maximum estimated number of beneficiaries is 100,500.

Beneficiaries of state aid must apply for funding by 30 November 2021, and funding contracts must be concluded by 31 December 2021.

The amounts received by the beneficiaries may be used for the payment of stocks of raw materials, debts to suppliers or to the state, rent, repair services, medical equipment and disinfection materials, fixed assets necessary to resume the current activity.
