The Multiannual Agreement for the Valorization of Public Administration Workers 2025-2028 was signed, on 6 November 2024, by the government PSD/CDS that took office on 2 April 2024 and by the public sector unions affiliated of the General Workers Union (UGT) - the Federation of Public Administration Trade Unions (FESAT) and the Civil Service Technical Staff Trade Union (STE), but not by the unions affiliated to CGTP. This Agreement sets wage policy and measures concerning careers of public administration workers for the period 2025-2028.
The Multiannual Agreement for the valorisation of public administration workers 2025-2028, signed on 6 November 2024, foresees: 1. Valorisation of the public administration base remuneration (BRAP), increasing it in line with the provisions concerning the minimum wage increase established in the Tripartite Agreement on Salary Valorisation and Economic Growth (Acordo Tripartido sobre Valorização Salarial e Crescimento Económico), signed on 1 October 2024. 2. The government maintains the valorisation trajectory agreed in 2022 (Multiannual Agreement 2022, Case PT-2023-1/3006) increasing its duration until 2028, with the following measures: - Annual increase equivalent to a remuneration level of the Single Remuneration Table (TRU), by €56.58 or a minimum of 2.15% for 2025 and 2026 and €60.52 or a minimum of 2.30% for 2027 and 2028, which means for the sum of the four years an increase by €234.20. - The annual update of BRAP follows these increases, and it will rise to €878.41 in 2025, an increase of 6.9% compared to 2024, and expected to reach €1056.03 in 2028. 3. Monitoring and updating the level of payment for other remuneration provisions: meal voucher; allowance for failures; daily allowance and transportation for public services. Definition of updates during 2026 and their implementation during 2027, and the immediate increase of daily allowances and meal allowances by 5%, from January 2025. 4. Review and valorisation of Public Administration Careers - Re-evaluation, restructuring and enhancement of general careers, to be started from 2027. Review and valorisation of specific careers not yet reviewed, in the negotiation process to begin between 2024 and the end of 2026.

The Common Front of public sector trade unions affiliated of CGTP did not sign the agreement.

The public sector unions affiliated of the General Workers Union (UGT) i.e. the Federation of Public Administration Trade Unions (FESAT) and the Civil Service Technical Staff Trade Union (STE), signed the agreement with the government. However, the unions affiliated to CGTP, integrated in the Common Front (FNSTFPS) did not sign the agreement, arguing that the envisaged remuneration increases and career provisions were insufficient (Jornal de Negócios, 4 November).
