Background information

The Order 5126/2023 continues the incentive to decarbonise individual mobility that began in 2017, encouraging the adoption of cycling as a way of people and goods travelling and encouraging the electrification of the car fleet.

It approves the regulation for awarding the incentive for introducing zero-emission vehicles into commerce in 2023, which includes the installation of private charging stations in condominiums, with a maximum overall allocation of €10 million.

The Environmental Fund is responsible for managing this incentive.

Content of measure

The general rules and requirements for awarding the incentive vary according to the type: 1) passenger cars; 2) light goods vehicles; 3) cargo bikes, with or without electric assistance; 4) electric bikes for city use; 5) electric motorbikes, mopeds, tricycles, quadricycles and other personal mobility devices; 6) mobility devices; conventional city bicycles; 7) chargers for electric vehicles in multi-family condominiums with connection to the Mobi.E Network.

Individual applications of access to the incentive are managed by the Environmental Fund, and are approved if they fall within the following limits:

  • Type 1: 1,300 incentives or €5,200,000;
  • Type 2: 150 incentives or €900,000;
  • Type 3: 300 incentives or €450,000;
  • Type 4: 4,550 incentives or €2,275,000;
  • Type 5: 1050 incentives or €525 000;
  • Type 6: 1,500 incentives or €150,000;
  • Type 7: 270 incentives or €500,000.

Applications must be submitted by 30 November 2023.

Use of measure

The Environmental Fund will produce a final implementation report with the results, which should include the amounts financed, the number of vehicles introduced into consumption, by type of vehicle, and an estimate of the greenhouse gas emissions reduced.
