The Order 5126/2023 continues the incentive to decarbonise individual mobility that began in 2017, encouraging the adoption of cycling as a way of people and goods travelling and encouraging the electrification of the car fleet.
It approves the regulation for awarding the incentive for introducing zero-emission vehicles into commerce in 2023, which includes the installation of private charging stations in condominiums, with a maximum overall allocation of €10 million.
The Environmental Fund is responsible for managing this incentive.
The general rules and requirements for awarding the incentive vary according to the type: 1) passenger cars; 2) light goods vehicles; 3) cargo bikes, with or without electric assistance; 4) electric bikes for city use; 5) electric motorbikes, mopeds, tricycles, quadricycles and other personal mobility devices; 6) mobility devices; conventional city bicycles; 7) chargers for electric vehicles in multi-family condominiums with connection to the Mobi.E Network.
Individual applications of access to the incentive are managed by the Environmental Fund, and are approved if they fall within the following limits:
Applications must be submitted by 30 November 2023.
The following updates to this measure have been made after it came into effect.

This measure was updated in 2024 and 2025. In relation to 2023, there were some changes in the types of vehicles covered and the amounts made available. In 2024 and 2025, type 2 relating to light goods vehicles was removed from the list and was the subject of a specific notice by Environmental Fund and were included light passenger vehicles belonging to Private Social Solidarity Institutions (IPSS) as well as Transport Authorities and Local Authorities. On 31 March 2025 a new Competition Opening Notice was released regarding the incentivising zero-emission vehicles for the current year. Thus, the current categories are: T1) Passenger cars (in relation to 2024, in 2025 were included cars with a capacity of more than five seats); T3) Cargo bikes, with or without electric assistance; T4) Electric bikes for city use; T5) Electric motorbikes, mopeds, tricycles, quadricycles and other personal mobility devices; (in relation to 2024, in 2025 this category was divide in two) 5.1 - Motorbikes, mopeds, tricycles, quadricycles; 5.2- Other personal electric mobility devices; T6) Conventional city bicycles; T7) Chargers for electric vehicles in multi-family condominiums with connection to the Mobi.E Network. Individual applications of access to the incentive are managed by the Environmental Fund and are approved if they fall within the following limits:
The total allocation planned for this Notice is €13,500,000, more €3,500,000 than in 2024. Applications must be submitted by 30 November 2025. In the Competition Opening Notice, of 2025, regarding light goods vehicles, the categories are: T2) Light goods vehicles; T3) Cargo bikes, with or without electric assistance. For both, only legal entities are eligible. Individual applications of access to the incentive are managed by the Environmental Fund and are approved if they fall within the following limits:

The Environmental Fund will produce a final implementation report with the results, which should include the amounts financed, the number of vehicles introduced into consumption, by type of vehicle, and an estimate of the greenhouse gas emissions reduced.
