Background information

The forest fires that took place in July and August 2022 devastated a significant part of Serra da Estrela Natural Park, with an area of around 22,000 ha burnt.

Council of Ministers Resolution 73-B/2022 of 29 August declared a situation of calamity in the Serra da Estrela Natural Park for a period of one year, with the aim of restoring normality to this protected area which, anchored in its remarkable environmental, scenic and economic value, is a highly attractive tourist destination.

In turn, Council of Ministers Resolution 83/2022 of 27 September recognised the urgency of implementing extraordinary action and support measures aimed at providing emergency social and economic support to populations, companies and municipalities.

It is in this context, Ordinance 13/2022 made available to tourism sector businesses operating in the affected territories an instrument to finance their increased cash flow and working capital needs, pressured by the temporary reduction in tourist demand.

Content of measure

Ordinance 13/2022 created a cash flow support line for tourism businesses affected by the forest fires, which is intended to meet the cash-flow needs of micro, small and medium tourism businesses operating in the municipalities affected .

The cash flow needs include those which, as a result of the aforementioned fires, entail the temporary need to increase working capital, including the amortisation of current accounts or the settlement of short-term financing (up to one year).

The budget available to finance operations under this line of support is €3 million, to be covered exclusively by Turismo de Portugal, I. P.'s own revenue.

The financial support to be granted under this support line is in the nature of a nature of a reimbursable incentive, without any associated interest.

The financial support per company may not exceed 50% of turnover in 2019 or 2021, whichever is more favourable, with an absolute maximum of €150,000.

The financial support created through this line of support is granted for a period of seven years from the date on which the contract is signed, including a grace period of 18 months.

The financing will be reimbursed in equal installments and on a quarterly basis.
