The Agreement on vocational training and qualifications: a strategic goal for people, companies and the country was signed between the government and the social partners on 28 July 2021, in the Standing Committee for Social Dialogue. This tripartite Agreement aims at reinforcing vocational training and qualifications in Portugal, notably in order to fulfil the target of achieving 60% annual participation of adults in education and training by 2030, and considering the digital and green transitions.
Considering: (a) the growing centrality of competences, vocational training and qualification for people, workers and companies in contemporary societies and contemporary societies and economies and the need to strengthen and modernise the vocational the need to strengthen and modernise the vocational training system and access to lifelong learning for companies, workers and citizens to lifelong learning; (b) the need to act to fulfil the target of achieving 60% annual participation of adults in education and training by 2030; (c) the recognition of the importance of vocational training and qualifications for public policies is expressed in the incorporation of this dimension in several of the sectoral strategic planning instruments in the context of public policies, namely in the National Energy and Climate Plan 2030, the National Strategy for National Hydrogen Strategy, in the Long-Term Strategy for Building Renewal; (d) the profound transformations in labour and markets, including the digital energy transition and climate action, which reinforce the centrality and importance of training and require an acceleration in the need to acquire and deepen and deepening of competences in order to better adapt to technological and organisational technological and organisational changes. A solid commitment to vocational training and qualification is a fundamental factor in one of the country's deepest deficits, to improve people's opportunities and life people's life opportunities and prospects, with an impact on social cohesion, and to leverage the competitiveness of companies and the Portuguese economy. Therefore, the government and the social partners (with the exception of CGTP-IN) signed this tripartite Agreement.
