Background information

On 24 February 2022, Russia invaded Ukraine. As a result of Russian aggression, many Ukrainian refugees fled to Poland.

On 12 March 2022, the special act regarding Ukrainian refugees (Dz.U. 2022 poz. 583) entered into force. The aim of this measure is to provide assistance to Ukrainians escaping Ukraine due to the war.

On 27 April 2022, the amending act introduced further details and rules for some type of assistance.

Content of measure

Any entity or person who provides accommodation and food to Ukrainian citizens free of charge in their own household may be granted, at their request, a cash benefit of PLN 40 (€8.5) per person per day. According to the amending act of 27 April 2022, the individual benefiting from the cash assistance must have a social insurance (PESEL) number. The cash benefit is granted for a maximum of 120 days from the date of arrival of a Ukrainian citizen to Poland. Previously, the maximum time period covered by this benefit was 60 days. However, the amending act, which entered into force on 29 April 2022, extended the amount of days when the cash benefit is payable.

The following updates to this measure have been made after it came into effect.

01 July 2024

On 1 July 2024, an amendment to the Law of 12 March 2022 on Assistance to Citizens of Ukraine in Connection with the Armed Conflict on the Territory of Ukraine came into force. The amendments concern, among other things, the period for which a monetary allowance for board and lodging of a citizen of Ukraine in private premises will be paid: until the end of July 2024, applications for compensation for the costs of board and lodging of refugees incurred up to 30 June 2024 could be submitted.

23 June 2022

At the end of June, the government has announced that the extension of the benefits for more than 120 days will be possible in the case of people with disabilities, seniors, pregnant women, people caring for children up to 12 months of age and those who care for at least three children.
