The hybrid heat pumps action plan is an agreement with various parties representing the sector. The aim is to achieve substantial upscaling of hybrid heat pumps in the short term (2022-2024). The agreements include reducing installation time, scaling up production and availability of sustainable installations, unambiguous monitoring and communication, and additional incentives.
The goals of the measure include ensuring that installers are enabled to reduce the labour time required for hybrid heat pump installation (through proper work preparation and efficient deployment of fitters, installing a hybrid heat pump within one day). Another goal is that manufacturers reduce the manufacturing costs of hybrid heat pumps in the coming years through innovation and standardisation. For the envisaged growth of hybrid heat pumps, the Government and parties in the sector are working towards more 'dedicated' and skilled installers. Roughly speaking, it can be said that, relative to the current development, around 100 FTE of newly 'dedicated' skilled installers will be needed for every 10,000 sustainable systems, more recently confirmed by EIB research.

The branche organisation Techniek Nederland was very much involved, as the action plan is a joint plan of the government and the sector. As far as is known, trade unions were not involved, as this is a plan between companies, sectoral organisations and the government. The branche organisation and employers contribute by focusing on several goals mentioned in the description of the measure, such as schooling more installation technicians and trying to lower the price of hybrid heat pumps.
