The Investment subsidy for renewable energy and energy saving (ISDE) is for homeowners, to get part of their investments reimbursed if they invest in insulation, a (hybrid) heat pump, solar boiler, electric cooking facility or a connection to the heat grid. Business users can apply for subsidies for small wind turbines in addition to heat pumps and solar boilers.
The amount of subsidy an applicant receives depends on the type of measure the applicant applies for, as well as the number of measures the applicant has installed. For example, you will receive a maximum of €780 for installing ground insulation, but you can receive up to €4,100 for installing a solar water heater. For installing more than one insulation measure, the subsidy amount for insulation doubles. This also applies if you combine an insulation measure with the installation of a heat pump, solar boiler or connection to a heat network. People should apply for this subsidy within 24 months of implementing the first measure. Exact amounts can be calculated using the ISDE calculation tool, which will give you an estimate of the total subsidy amount. For 2024, a total subsidy amount of €600 million is available.
In 2021, nearly 3,000 individual homeowners took advantage of the ISDE. In 2022, applications were approved for over 80,000 homes. With this, over 70.000 energy-saving measures were implemented in 2021 and around 16,000 in 2022 (an average of 2 per application). Floor insulation was applied most frequently, followed by cavity wall insulation (2021) and heat pumps (2022). This has significantly reduced energy consumption. The average energy use of a home that applied in 2021 has been reduced from 55 gigajoules of gas, electricity and heat to 33 GJ. By 2022, the average energy use of households that applied has almost halved from almost 60 GJ per year to just over 30 GJ. Over 200,000 homeowners applied for the ISDE in 2023. The budget will therefore be increased to €600 million in 2024. In addition, €5 million is available for small wind turbines.

The branche organisation Techniek Nederland is heavily involved in this measure, because the roll out of heat pumps requires many new installation technicians to be schooled. The installation sector is busy training heat pump mechanics to meet the rapidly increasing demand. Both central heating mechanics are being re-trained and lateral entrants are being trained. The effort undertaken by the brancee organisation is the result of a combined effort of public authorities in the Hybrid Heat Pump Action Plan. Agreements were made with various parties representing the sector. The goal is to achieve a substantial scale-up of hybrid heat pumps. The agreements include reducing installation times, scaling up production and availability of sustainable installations, unambiguous monitoring and communication and additional incentives.
Social partners are in agreement to this measure. As the effort undertaken by the branche organisation is the result of a combined effort of public authorities in the Hybrid Heat Pump Action Plan. Agreements were made with various parties representing the sector.
