The objective of the measure is to reduce the negative impact of air pollution on the environment and human health by replacing stoves used for heating in the domestic sector. The objective will be achieved by introducing heating equipment and technologies that significantly reduce air pollution, including by connecting dwellings to efficient district heating systems. The measure is governed by Cabinet Regulation No 169 Rules for the implementation of measure 2.2.3.6 ‘Implementation of measures to reduce air pollution by improving household heating systems’ of specific support objective 2.2.3 ‘Improve nature protection and biodiversity, green infrastructure, in particular in urban areas, and reduce pollution’ of the European Union Cohesion Policy Programme for the period 2021-2027
The following actions are eligible:
The amount of ERDF funding available for the project may not exceed €4,400 per inhabitant declared in the house. Only houses in urban areas of national and regional towns are eligible. Houses with a total useful floor area of more than 50 m2 are eligible. The house has to be commissioned at least seven years before the date of submission of the project application and has to be in continuous operation for at least the last three calendar years.
The following updates to this measure have been made after it came into effect.

On 22 July 2025 the Cabinet Regulation No 169 was amended by the Cabinet of Ministers. Before the amendments, the situation had arisen that, after four calls under Measure 2.2.3.6, there was unused funding left, but Cabinet Regulation No. 169 did not provide for additional calls to be announced. As a result, the funds could not be fully absorbed; moreover, several projects were rejected or withdrawn due to non-compliance, price changes, overlaps with other programs, and the inability of property owners to reach an agreement. The amendments stipulate revisions to points 9 and 11 (including a new sub-point 9.5) to allow additional calls for the absorption of unspent funding and extend the deadlines until 31 December 2027. At the same time, access was expanded: for example, projects may be implemented in parts of residential buildings not yet divided into apartment properties, provided that the building is divided before the final project payment; in multi-apartment buildings, a project can be submitted by an authorized owner (not only by the property manager); a second project may be submitted for the same building; and the conditions for supporting mixed-fuel systems and local pellet heaters are clarified, as well as the possibility to install equipment in other buildings owned by the applicants if the energy is used in the eligible building. At the same time, amendments are made to the funding allocation. From Measure 2.2.3.7 (“Reduction of air pollutant emissions in municipal heating”), where projects did not use all available funding, €366,083 is reallocated to Measure 2.2.3.6. Meanwhile, part of the funds (€916,629) from Measure 2.2.3.6 is reallocated to the 2nd round of Measure 2.2.2.2 (“Separate collection of waste”), as project demand there exceeded the available funding. As a result, the budget of Measure 2.2.3.6 is reduced by €550,546, leaving approximately €7.4 million available for additional calls. |
By December 11, 2024, 185 projects have been implemented in various Latvian municipalities. The total amount of project costs is €2.1 million, of which ERDF co-financing is €1.7 million.
