Background information

The General Secretariat of the Ministry of Foreign and European Affairs and the Integration Department of the Ministry for Family, Integration and the Greater Region are jointly launching a call for projects in the framework of the implementation of the Asylum, Migration and Integration Fund (AMIF), which defines the actions to be co-financed and the conditions for submitting an application for co-financing.

Content of measure

The call for projects is addressed to private non-profit organisations and bodies, public institutions as well as professional chambers and aims at financing projects around two axes of intervention:

1. Common European Asylum System:

  • Project(s) to develop information, guidance and training for pregnant women and parents
  • Project(s) for prevention / awareness raising / strengthening of mental health through leisure activities (sport, art, etc.)

2. Legal migration and integration:

  • Promotion of exchange and dialogue between the target group and the host society and awareness-raising activities
  • Capacity building: design and implementation of a training cycle on cultural awareness.

The call provides for the financing of projects with a maximum overall budget of €1.5 million:

  • Project(s) for the development of information, guidance and training for pregnant women and parents (€250,000)
  • Project(s) for prevention / awareness raising / strengthening of mental health through leisure activities (sport, art, etc.) (€250,000)
  • Promotion of exchange and dialogue between the target group and the host society and awareness-raising activities (€600,000)
  • Capacity building: design and implementation of a cycle of cultural awareness training (€400,000).

The following updates to this measure have been made after it came into effect.

The General Secretariat of the Ministry of Foreign and European Affairs and the Integration Directorate of the Ministry for Family, Integration and the Greater Region jointly steer the Asylum, Migration and Integration Fund (AMIF) have established a fund to support refugees.

The objective of the fund is to support the effective management of migratory flows and to resource the implementation, strengthening and development of common policies on asylum and immigration, subsidiary protection and temporary protection, in full compliance with the rights and principles enshrined in the Charter of Fundamental Rights of the European Union.

Following the 2014-2020 programming period, a new programme was defined for 2021-2027. It is based on four major axes:

  • Asylum: to support the capacity of the reception system and the quality of reception conditions.
  • Integration: to move towards a more cohesive and inclusive society, synergies between stake holders (civil society, NGOs, municipalities, social partners, state actors, etc.) must be strengthened. The AMIF national programme complements the national action plan for integration and will help to implement the strategic guidelines adopted by the European Commission as part of the action plan on integration and inclusion 2021-2027.
  • Return: the Luxembourg government maintains that a credible immigration and asylum policy is linked to the fight against illegal immigration and the return of illegal residents to their country of origin. The 2018-2023 coalition agreement stipulates that efforts will be made to favour voluntary return, which remains the preferred solution over forced return.
  • Solidarity: the AMIF will continue to play a decisive role in the objectives for European solidarity.

A call for projects was launched in 2022 and again in 2023. These calls are aimed at NGOs, public institutions and professional chambers.

In the framework of the AMIF 2021-2027 programming period, two projects have been selected under Specific Objective 2 "Legal migration and integration of third-country nationals":

  1. “Participation in community life and integration of third-country nationals in Luxembourg”. This €84,688 project is co-funded by the EU to the tune of €63,515 and by the Luxembourg government to the tune of €21,172. This project documents the contribution of community life to promoting the integration of third-country nationals in Luxembourg. The project examines the various activities organised by associations to promote the participation and voluntary involvement of migrants in community life.
  2. “Identification and integration of third-country nationals into the life of the country to improve resilience and participation”. Out of a total amount of €87,482, the EU's share is €65,611 and the national contribution is €21,870.

The multi-year program of the European Asylum, Migration and Integration Fund (AMIF) 2021-2027 has an overall budget of €27.8 million, including €23 million in Community funding. Within this framework, the General Secretariat of the Ministry of Foreign and European Affairs and the Integration Department of the Ministry for the Family, Integration and the Greater Region launched a call for projects on 9 May 2022 and a second one on 9 May 2023. The planned budgets are €1,500,000 in 2022 and €1,050,000 in 2023 respectively. These two calls for projects cover the following points: - Objective 1: Common European Asylum System: o Projects to develop information, guidance and training for pregnant women and parents ; o Projects to prevent / raise awareness of / strengthen mental health through leisure activities. - Objective 2: Legal migration and integration: o Promotion of exchanges and dialogue between the target group and the host society and awareness-raising activities; o Capacity-building: design and implementation of a cultural awareness training cycle.

The programming period has changed in line with Regulation (EU) No 2021/1147 of the European Parliament and of the Council of 7 July 2021. Under the authority of the General Secretariat of the Ministry of Foreign and European Affairs (MAEE), the Fund will be implemented over the period 2021-2027 (source: https://ona.gouvernement.lu/fr/coordination-et-cooperation/fonds-amif.html).

Use of measure

The 2014-2020 programming period has supported 40 projects worth €11.763 million in three major areas:

  • Asylum for €3.728 million;
  • Integration for €3.039 million;
  • Return for €4.996 million.
