According to the Union des Entreprises Luxembourgeoises, Luxembourg will need almost 300,000 new workers by 2030, particularly in the construction, industry, IT, accounting and trade sectors. In this context, the Executive facilitates access to the job market and pursues actions aimed at integrating new arrivals, in line with the National Action Plan for Integration (PAN Integration)
The Grand-Ducal regulation of May 12, 2022 amends the Grand-Ducal regulation of September 5, 2008 relating to the composition and operation of: 1° the advisory commission for foreign nationals; 2° the advisory commission for salaried workers (CCTS) the advisory commission for salaried employees (CCTS); 3° the advisory commission for self-employed workers (CCTI), came into force on June 6, 2022. The regulation eliminates specific references to the foreigners' advisory commission, which was abolished in 2012. It updates the procedures for issuing residence permits, taking into account that the opinion of the CCTS is no longer sought when a third-country national has applied for a renewal of a residence permit or work permit, and that the CCTS does not include a representative of the minister in charge of immigration. The CCTS does not include a representative of the minister responsible for integration, and the list of experts the CCTI can consult has been extended to include the Agence nationale pour la promotion de l'innovation et de la recherche (national agency for the promotion of innovation and research).

The social partners (representing employees vs. employers) are not involved. On the other hand, the Chamber of Commerce has given its opinion, in parallel with the Council of State.
The Chamber of Commerce considers that this reform conforms to a de facto situation. Similarly, it is essential that the Department of Foreign Trade remains represented in the process.
