Background information

In parallel with the actions undertaken to combat climate change, and to complement them, the government of the Grand Duchy of Luxembourg created the Observatoire de la Politique Climatique (OPC, Climate Policy Observatory) by the law of 15 December 2020. On 29 September 2021 the Government appointed the members of the Climate Policy Observatory by government decree.

Content of measure

OPC's mission is to give advice on projects, actions or measures that could have an impact on climate policy, to scientifically evaluate the measures taken or planned in the field of climate policy and to analyse their effectiveness, as well as to propose new measures. It is also responsible for drawing up an annual report for the government on the implementation of climate policy. Finally, it has the power to propose research and studies in all areas relating to the climate.

Three principles drive the OPC:

  1. Reducing dependence on fossil fuels.
  2. New and transformative governance.
  3. Equitable transition, to ensure technological and behavioural change.

The observatory receives annual funding from the State budget.
