Background information

In response to rising fuel prices driven by the conflict in the Middle East, the Government of Lithuania approved amendments to the Law on Energy on 29 April 2026. Proposed by the Ministry of Energy, the amendments establish a mechanism to stabilise daily fuel price increases. Under the proposed amendments, fuel prices at gas stations could be increased only once daily, at 10:00 a.m. Thereafter, until 10:00 a.m. the following day, prices could only decrease or remain unchanged. The measure is intended to enable consumers to plan their fuel purchases more effectively based on reliable information and enhance the effectiveness of price competition. On 14 May 2026, the amendments secured majority support in the Parliament of Lithuania and will now proceed to consideration by the Committee on Energy and Sustainable Development.

Content of measure

No details of the proposed amendments have been made public yet. The proposed measure complements another requirement obliging fuel stations to submit information on their fuel prices to the Lithuanian Energy Agency (LEA) on a daily basis (information on daily fuel prices is publicly available at https://www.ena.lt/degalu-kainos-degalinese/). The latter has been in effect since 8 April 2026 under an order issued by the Minister of Energy. Based on the available information, if adopted, the fuel price stabilisation measure would most likely affect consumers purchasing petrol, diesel fuel, and liquefied petroleum gas (LPG) at retail fuel stations, as well as fuel retailers across the country.

Use of measure

As this measure is still at the proposal stage, it is not possible to estimate its uptake. Nevertheless, the potential beneficiaries would be users of diesel-, petrol- and LPG-powered vehicles. For example, in 2026, more than 1.3 million diesel-powered vehicles and approximately 0.5 million petrol-powered vehicles were registered in Lithuania. There are 80 companies and nearly 800 fuel stations in Lithuania that sell fuel to consumers.
