From 1 September 2024, some employment-related benefits that were applied to foreigners unable to return to Ukraine ceased in Lithuania. Before, the foreigners registered with the Migration Department, who were unable to return to Ukraine and were not entitled to temporary protection, were exempted from the obligation to obtain a work permit if they met certain exceptions. This means that a foreigner who is not entitled to temporary protection, but cannot return to Ukraine due to hostilities, having applied for a temporary residence permit for work or humanitarian reasons, acquires the right to work not from the date of submission of the application, but from the date of receipt of the residence permit.
Until 1 September 2024, foreigners who used the visa-free regime or had a valid Schengen visa or national visas issued on the basis of unforeseen circumstances were exempted from the obligation to obtain a work permit. After the changes, the obligation to obtain a work permit does not apply to highly qualified employees. War refugees newly arriving in Lithuania, as before, can find employment immediately from the moment they submit an application to the Migration Department for a temporary residence permit on the basis of temporary protection. These changes have no impact on Ukrainian war refugees who are using the temporary protection mechanism introduced by the European Union in Lithuania. The Migration Department issues digital residence permits to them.
