In order to alleviate the burden of increased energy prices and to encourage socially vulnerable and more socially sensitive groups to contribute to the use of renewable energy sources and environmental protection, the Environmental Project Management Agency (EPMA) in June 2022 launched a call under the measure "Use of Renewable Energy Sources (Solar) for Electricity and/or Replacement of Fossil Fuel Heating Installations by Persons in Need".
The measure was open to natural persons who had received cash social assistance in accordance with the Law on Cash Social Assistance for a continuous period of 6 months prior to the date of approval of the Climate Change Programme Investment Plan (i.e. until 20 April 2022). The status of a deprived resident was verified in the Social Assistance to Families Information System.
The supported activities were the installation of solar power plants of up to 10 kW for the production of electricity for own use and/or the replacement of fossil fuel (natural gas, diesel, coal, peat briquettes, etc.) based heat production plants, i.e. installation of a solar power plant, acquisition of a part of a remote solar power plant, replacement of a fossil fuel based heat production plant by a plant using renewable energy sources.
Between June 2022 - June 2023 the EPMA received 130 applications from persons in need for compensation for the purchase and installation of a solar power plant or a heat pump or a biofuel boiler. The amount of funding requested amounts to almost €1.2 million (a total of €2 million has been made available for this measure under the Climate Change Programme.

The measure is aimed at green transition and socially vulnerable groups; it is not directly related to the labour market, therefore social partners' involvement is minor. As measure is funded from the EU funds, social partners, at least are informed about the measure and its implementation.
There are no specific views and/or reactions of social partners regarding the measure.
