Background information

On 23 March 2022, Law No XIV-946 of the Republic of Lithuania came into force, amending Articles 32, 64, 68 and 108 of Law No IX-2206 on the Legal Status of Aliens and adding Section IV to Chapter X-2 of the Law. The law provides that aliens who have been granted temporary protection in the Republic of Lithuania are entitled to a one-off settlement allowance.

The granting of this allowance in Lithuania is regulated by Resolution No 285 of the Government of the Republic of Lithuania (GRL) enacted on 1 April 2022 On the amendment of GRL Resolution No 998 On the approval of the procedure for the provision of State support for the integration of asylum seekers of 5 October 2016.

The purpose of this allowance is to encourage Ukrainians to become independent members of society more quickly, help them buy the missing basic necessities in rented housing, and free up temporary accommodation for newly arriving war refugees.

Content of measure

The one-off settlement allowance is intended for the purchase of basic necessities after settlement in a self-rented housing. The following persons are eligible for the allowance:

  • persons working in Lithuania or registered with the public employment service (PES);
  • persons studying in universities, colleges and general education institutions;
  • persons of retirement age;
  • single pregnant women and single parents with children under the age of two.

A prerequisite for receiving the settlement allowance is to have an officially registered rental agreement for at least six months.

For a household of one or two person(s), the allowance comprises four amounts of the State Supported Income (SSI) (the SSI is €129 in Lithuania in 2022); for a household of three or four persons - six amounts of the SSI; for a household of five or six persons - seven amounts of the SSI; and for a household of seven or more persons - eight amounts of the SSI.

One of the adult members of a private household of foreigners who have received temporary protection in the Republic of Lithuania may apply for support.
