PUOI PLUS is a system action created to address the socio-occupational integration challenges faced by vulnerable migrants in Italy. It represents a strategic response to both the employment needs of migrants and labour market demands in key sectors of the Italian economy. The programme is promoted by the Ministry of Labour and Social Policies and implemented by Sviluppo Lavoro Italia S.p.A., with legal foundation in both EU and national frameworks. It is financed through the Asylum, Migration and Integration Fund (FAMI) and the European Social Fund Plus (FSE+) - National Programme for Inclusion and Poverty Reduction 2021-2027, with a substantial budget of €42-60 million allocated to implement 6,200 integration pathways over five years.
PUOI PLUS targets specifically vulnerable migrants including holders of international, temporary or special protection; asylum seekers; recognised stateless persons; victims of trafficking, severe labour exploitation or gender violence; unaccompanied foreign minors transitioning to adulthood (from 16 years); former unaccompanied foreign minors with regular residency; and young migrants (up to 24 years who entered as unaccompanied minors). All beneficiaries must be unemployed or inactive. The programme provides a comprehensive integration pathway comprising specialised guidance, skills assessment, a six-month extracurricular internship with compliant employers, and support in finding further employment or training opportunities after the internship
Financial support includes a monthly allowance of €562.50 gross for interns, contingent upon at least 70% monthly attendance, and a maximum contribution of €639.04 for company tutoring activities when the internship is activated and the monthly allowance paid. The programme does not provide direct monetary payments beyond these allocations but focuses on service provision through qualified promoters.
