Background information

This measure is part of the Budget Law 2023, also called Law No. 197/2022. The Budget Law 2023 provides for many measures to contrast high energy costs and high prices. The aim of the measure is to provide citizens in poverty with food parcels and prevent food waste.

The support measure was implemented through Decree 78/2023 (established by the Italian Minister of Labour and Social Policies on 26 May 2023) which regulated the introduction of the measure on a practical level.

Content of measure

According to the note of the Ministry of Labour and Social Policies, a Fund for the Food Assistance Benefit was set up, both for 2023 (allocations of €1.5 million) and for 2024 (through an additional €2 million). The Food Assistance Benefit delivers food parcels to people in poverty, either through direct delivery or through collection from distribution centres. The parcels are obtained from unsold food distribution.

The cities where the Food Assistance Benefit will initially implemented are metropolitan cities (Turin, Milan, Venice, Genoa, Bologna, Florence, Bari, Naples, Reggio Calabria, Rome Capital, Cagliari, Catania, Messina, Palermo and Sassari). A three-year trial is planned.

Decree no. 78, implementing the 'Food Assistance Benefit', sketches the initial procedures for implementing the scheme and illustrates the role of Third Sector entities. It was conceived in consultation with related institutional entities, primarily the Ministry of Agriculture, Food Sovereignty and Forests, AGEA (Agency for Agricultural Disbursements), and ANCI (National Association of Italian Municipalities), along with partners involved in combating waste and providing food aid, including the National Partner Organisations of the FEAD (European Aid Fund for the Needy) programme.

A non-competitive public announcement will be managed by the General Directorate for the Fight Against Poverty and Social Planning. This permits selected municipalities to propose their initiatives and delineate the framework for a functional goods tracking application.

Use of measure

The first signatory of the amendment, Marco Furfaro, stated in his report to the Budget Committee that the measure aims to help at least 3 million impoverished Italians.
