The Public Multi-action Notice No. 1/2023 was established to promote the development of regional intervention plans for the integration of legally resident third-country nationals in Italy. It builds upon and capitalises on results and good practices from previous interventions under Notice No. 1/2018-IMPACT and Notice No. 2/2018-PRIMA funded by FAMI 2014-2020. The initiative is legally grounded in the European Union's Asylum, Migration and Integration Fund (FAMI) 2021-2027 framework, specifically under Specific Objective 2: Legal Migration and Integration. The programme is directed by the Directorate General for Immigration and Integration Policies of the Ministry of Labour and Social Policies
The measure encompasses three main action areas: supporting the improvement of multi-level governance for socio-occupational integration of migrants; valorisation, transparency and development of skills, individual achievement, socialisation and participation; and promotion of active participation of migrant citizens in economic, social and cultural life. The programme targets legally resident third-country nationals in Italy, with particular attention to the most vulnerable groups and integration of a gender perspective, including measures specifically aimed at migrant women. The notice is exclusively addressed to Italian Regions and Autonomous Provinces, with nineteen territories having joined the programme: Abruzzo, Basilicata, Calabria, Campania, Emilia-Romagna, Friuli-Venezia Giulia, Lazio, Liguria, Lombardia, Marche, Molise, Piemonte, Puglia, Sardegna, Sicilia, Toscana, Umbria, Valle d'Aosta, and Veneto.
The measure is financed with a total allocation of €60 million from the Asylum, Migration and Integration Fund (FAMI) 2021-2027. The notice provides for the possibility of integrating FAMI resources with other funds, such as the European Social Fund Plus (ESF+), to enhance active policy measures (e.g., internships, training) and complete beneficiaries' integration pathways.
