The ordinance OCDPC No. 1025 of 26 September, 2023, was issued in response to exceptional meteorological events that affected the Veneto region in Italy from 13 July to 6 August 2023. These events, including intense hail, strong wind gusts, and heavy local rainfall, caused significant hydrogeological instability, flooding, tree falls, and damage to infrastructures and buildings. Due to the urgent and severe nature of these events, the Council of Ministers declared a state of emergency for twelve months on 28 August 2023. The ordinance, based on Articles 25, 26, and 27 of the Decree-Law 2 January 2018, No. 1, outlines urgent civil protection measures. It grants extraordinary powers and allows deviations from current legislation to expedite relief and restoration processes, emphasizing the need for immediate relief, restoration of public services, and infrastructure recovery while adhering to the general principles of the legal system and EU regulations.
The plan outlined in Ordinance OCDPC No. 1025 of 26 September 2023 proposes the implementation of immediate interventions to address the emergency. The Director of the Veneto Agency for Innovation in the Primary Sector - Veneto Agriculture is appointed as the Delegated Commissioner, with the authority to utilise regional, provincial, and municipal structures and offices, as well as to identify executing subjects for specific actions.
Key measures include relief and assistance to the affected populations, removal of dangerous conditions, restoration of public services and essential infrastructures. The plan also envisages interventions for the management of waste and materials resulting from the calamitous events, as well as the enactment of measures to ensure administrative continuity in the impacted areas. More specifically, lump-sums for addressing immediate needs are provided (from 400€ to 900€ depending on the household's composition); the possibility of activation of more substantial measures of aid (up to €5,000 for private home, and up to €20,000 for economic activities), following an assessment of the ad-hoc Delegate Commissioner, is also provided.
The plan requires the drafting of a detailed list of measures and interventions, with specific indications on locations, costs, and technical descriptions, to be approved by the Head of the Civil Protection Department. Moreover, it establishes the possibility to adjust and supplement the actions proposed based on the availability of additional resources and emerging needs.
A total of €8.33 million has been allocated for the emergency interventions, as established by the Council of Ministers' resolution on 28 August 2023. This fund will be managed through a special account headed by the Delegated Commissioner. Moreover, the Veneto Region is authorised to transfer additional financial resources to this special account to further support the emergency response and reconstruction efforts. The Commissioner is responsible for ensuring transparent accounting and reporting in accordance with the legislative requirements.
