Background information

The ordinance OCDPC No. 999 of 31 May 2023 was issued in response to severe weather conditions that struck various provinces in Italy from 1 May 2023. These extreme weather events caused significant damage, endangering public safety, resulting in loss of lives, and necessitating the evacuation of numerous families. The emergency involved widespread flooding, landslides, and damage to infrastructure and to private and public buildings.

Legal references for this ordinance include Articles 25, 26, and 27 of Legislative Decree No. 1 of 2 January 2018. These articles detail the responsibilities of the Civil Protection Department and the emergency measures and financial support that can be mobilized in such situations. Furthermore, the ordinance follows the Ministerial Decree of 3 May 2023, which declared the mobilization of the National Civil Protection Service due to these adverse weather conditions. The Council of Ministers' resolutions on 4 May and 23 May 2023 declared a state of emergency for twelve months across the affected provinces, later extending its effects due to the persistence of extreme weather from 16 May 2023. This sequence of legal acts and declarations establishes the framework for the emergency response and the allocation of resources and measures to address the crisis.

Content of measure

The Italian Civil Protection Department, responding to severe weather events starting on 1 May 2023 in Emilia-Romagna, implemented a comprehensive emergency support plan under Ordinance OCDPC No. 999, dated 31 May 2023. This ordinance was primarily aimed at providing immediate financial assistance and recovery support to the affected families and regions, specifically those in the provinces of Reggio-Emilia, Modena, Bologna, Ferrara, Ravenna, Forlì-Cesena, and Rimini.

The plan outlines direct financial support to households that suffered property damage due to flooding, landslides, or other related impacts. Families with primary residences damaged by these events are eligible for a contribution of up to €5,000. This aid is intended for the partial restoration of homes, ancillary buildings, and access areas, including cleaning and debris removal. Additionally, the ordinance provides for the replacement or repair of essential household items destroyed or damaged. A further €750 is allotted as a flat rate contribution towards required expert assessments. The funding is divided into two parts: an initial advance of €3,000 and a subsequent balance, including any additional amount for damages exceeding €5,000.

This financial assistance, drawn from the National Emergency Fund, underscores the urgent and substantial commitment by the Civil Protection Department to provide swift and effective relief to the communities ravaged by the extreme weather conditions. The detailed and structured approach, involving local municipalities in the assessment and disbursement process, ensures targeted and efficient use of resources to meet the critical needs of those most affected.
