Background information

Italy, situated in the climate-vulnerable Mediterranean "hot spot," has been proactive in addressing the challenges of climate change. The 2015 National Strategy for Climate Change Adaptation (SNAC) provided initial measures, but recent European directives necessitated enhanced action. The 2015 Paris Agreement outlined global adaptation targets, further supported by the EU's 2021 Climate Law and its new Climate Adaptation Strategy, introduced as part of the European Green Deal. In response, Italy presented the National Plan for Climate Change Adaptation (PNACC) in December 2022, detailing comprehensive adaptation actions.

The PNACC outlines a systematic approach to bolster the country's resilience to climate-induced challenges. Spearheaded by the Ministry of Environment and Energy Security (MASE), the plan delineates a multi-faceted strategy:
