Background information

Law No. 52/2022 converted the Decree No. 24 of 24 March 2022, setting out provisions to facilitate the end of the state of health emergency. This was decided after reaching a satisfactory level of vaccinations amongst the population and the consequent decrease in COVID-19 infections, which facilitated a return of people to their workplaces.

Content of measure

To return to normality, the measure stipulates the following:

  • Possibility to adopt civil protection ordinances until 31 December 2022, to adapt to the new pandemic status;
  • Temporary establishment of a 'Unit for the completion of the vaccination campaign for the whole of 2022'.
  • Specific power of order for the Ministry of Health on entry into national territory and on safety guidelines related to the pandemic
  • From 1 April 2022, precautionary quarantine regime not extended, but self-monitoring in case of close contact with positive cases
  • Until 15 June 2022 mask requirement in certain indoor locations
  • Gradual phasing out of the green pass (vaccine certification) from 1 April 2022
  • Mandatory vaccination until 31 December 2022 for healthcare workers
  • New arrangements for handling COVID-19 positive cases in education, school and training system until 31 December 2022.
