This measure is part of the 'Ukraine Decree' bill approved by the Senate on 31 March 2022 to convert Decree-Law No. 14 of 25 February 2022 on urgent provisions on the crisis in Ukraine (A.S. 2562) into law. The measure was approved on first reading by the House during the 17 March session in response to the humanitarian crisis in Ukraine caused by the war with Russia.
In order to address this emergency, the budget for the Ministry of the Interior was increased by €54.162 million for 2022 in order to support the activation, rental and management of detention and reception centres. 3,000 places have been activated in the Reception and Integration System (Sai), which involves the network of local authorities. Immigrants who have not qualified for international protection or other qualification required by the regulations in force can still be received at reception and integration facilities. This is a change that has been implemented in response to the war in Ukraine and the influx of Ukrainian refugees in Italy.

The Law No. 16/2023 extends measures related to assistance and reception activities for persons from Ukraine seeking temporary protection, extends the duration of the relevant residence permits, intervenes on assistance measures for unaccompanied minors from Ukraine and temporarily increases the staff of the National Commission for the Right of Asylum. |
