Background information

The prolonged COVID-19 emergency and the related closures imposed by the Government to the economic activities have deeply affected the sport sector. For this reason, the Law Decree no. 73 (article no. 44), issued on 25 May 2021, titled “Urgent measures related to the COVID-19 emergency, for businesses, employment, young people, health and local services” has introduced a specific allowance devoted to workers engaged in the sport sector with a collaboration contract.

Content of measure

The Law Decree no. 73 (article no. 44), issued on 25 May 2021, introduced a non-repayable allowance for workers engaged with a collaboration contract in the sport sector, and specifically working for the Italian National Olympic Committee (CONI), the Italian Paralympic Committee (CIP), the national sport federations and associations, the associations devoted to sport promotion recognized by the Italian National Olympic Committee and by the Italian Paralympic Committee, the clubs and associations for amateur sport association.

The allowance is provided by the company Sport and Health., within the maximum limit of €220 million for the year 2021. The allowance is calculated as according to the following criteria:

  • the collaborators who, in the 2019 tax year, received a remuneration relating to sporting activities exceeding the share of €10,000 per year, are entitled to a total allowance amounting to €2,400;
  • the collaborators who, in the 2019 tax year, received a remuneration relating to sporting activities between the shares €4,000 and €10,000 per year, are entitled to a total allowance amounting to €1,600;
  • the collaborators who, in the 2019 tax year, received a remuneration relating to sporting activities below the share of €4,000 per year, are entitled to a total allowance amounting to €800.
