Background information

The Law Decree no. 34, issued on 19 May 2020, established an emergency fund for local broadcasters to finance an extraordinary contribution in favour of local radio and television broadcasters which undertook to transmit institutional communication messages relating to the COVID-19 health emergency through the daily transmission of local information for the benefit of citizens (article 195). Give the prolonged pandemic crisis and the relevance of the communication and information activities carried out by local broadcasters, the fund was further financed for the year 2021.

Content of measure

The Law Decree no. 34, issued on 19 May 2020, established an emergency fund for local broadcasters to finance an extraordinary contribution in favour of local radio and television broadcasters amounting to €50 million for the year 2020. The fund was further financed for the year 2021, with an endowment amounting to €20 million for the year 2021.

Only local broadcasters who commit to transmitting institutional communication messages relating to the health emergency within their information spaces can access the extraordinary contribution. The contribution is allocated according to the criteria set out in the decree of the Minister of Economic Development issued on 10 September 2021, containing verification criteria, methods of payment, and the effective fulfillment of the information obligations.

Use of measure

724 local radio and television broadcasters have submitted an application for access to the extraordinary contribution in 2021.
