On September 26, 2023, the Ministry of Labor, through Article 20 of Law 5053, established the creation of the digital platform Rebrain Greece (https://platform.rebraingreece.gr/). Its purpose is to connect high-skilled scientists and professionals, both in Greece and abroad, with job opportunities in high-skilled and specialized occupations offered by private sector companies operating in Greece. With this initiative, the Ministry aims to address the shortage of high-skilled workers. The main goal is for businesses to make use of the specialized workforce residing in Greece, while also encouraging the return of qualified professionals who left the country during the economic crisis and have since developed significant careers abroad.
The "Rebrain Greece" digital platform enables the connection between high-skilled professionals and job opportunities by allowing companies operating in Greece to digitally post specialized positions, classified using the ESCO coding system. Highly qualified Greek professionals, whether residing abroad or in Greece, can express interest in these specific job openings. Individuals who participate in the program are eligible for tax incentives, including a 50% income tax exemption on earnings acquired in Greece, valid for a period of seven years. The platform also includes an information, support, and communication team (help desk), which provides guidance and information to Greeks abroad on financial, insurance, tax, family, educational, and employment-related matters. It also supports businesses with account creation on the Rebrain Greece platform, strategies for reaching out to talent abroad, and methods for developing and promoting their brand in international markets. In parallel, the Rebrain Greece team organizes online information sessions for business executives, Greek workers in Greece considering career changes, and Greek diaspora communities, offering insights into the strategic objectives of the Talent Connectivity Mechanism.
According to the latest available data, by August 2024, a total of 2,100 registrations had been recorded on the Rebrain Greece digital platform: 1,900 talent registrations and 200 company registrations. Over 450 job vacancies were posted, and 1,500 expressions of interest were submitted to fill them.

Labor market stakeholders have responded positively to the initiative, believing that professionals working abroad can, through their return, bring valuable experience and expertise acquired overseas. This, in turn, can contribute to the modernization of Greek businesses and enhance the competitiveness of the national economy
