Background information

From 11 October 2020, 50GB free data will be available for use by young people aged 15-17 who have been vaccinated or have received the first dose of the COVID-19 vaccine, with a duration of five months from the activation of the provision, and for usage up to 10 GB per month. The incentives for citizens 15-17 years of age to get vaccinated are analysed further in the Amendment included in the Draft Law of the Ministry of Finance entitled "Organization of the Legal Council of the State (NSC) and of the status of its officials and employees", dated 21 September 2021.

Content of measure

By virtue of art. 1, of the Amendment  'Support measures for vaccinated individuals aged 15-17 years old', tabled in the Greek Parliament on 21 September 2021 the Freedom Pass: Data is a 50GB package for free internet use.

It has a duration of five months from its activation and up to 10 GB can be used every month. It is available to any young person aged 15 to 17 years old who who have received, at least, the first dose or the one-shot dose of the vaccine from the entry into force of the National Coronavirus Vaccination Program COVID-19 until the 31 December 2021. The package also applies to those persons of same age group who have been vaccinated, prior to the announcement of the measure.

The application is submitted online or with an application to the Citizens' Service Centre (KEP) by the parent or the parental caregiver, who states the number to which the provision is to be credited. The process is completed within 24 hours of the application. The interested party receives all the relevant instructions via SMS and the provision is credited by the mobile phone provider to the declared mobile phone number.

Use of measure

The only available information is that by the end of September 2021 the number of vaccinated youngsters aged 15-17 years old were 102,000. Since the Freedom Pass: Data measure has not yet been implemented, there are no available data on the number of the beneficiaries to be. However, the Ministry of Digital Governance, in a recent announcement, gave data on the beneficiaries of the Freedom Pass measure adopted on July 2021 (financial assistance of €150, in the form of a prepaid debit card, to young people aged 18-24, if they had completed the first dose of the vaccination or vaccinated with the Johnson & Johnson single-dose vaccine) and of which, the newly adopted measure of Freedom Pass: Data is considered an extension.

According to the data for the total youngsters aged 18-25 years old (973,575) have been vaccinated 506,968 (52% of the total) and 370,146 of them have already issued the Freedom pass. On 27 June 2021 the young people aged 18-25 who had declared their participation in the vaccination were about 130,000 (13.25%).
