Background information

As part of the national plan, the government aims to support and encourages cross-sector solidarity.

This includes three measures:

• the facilitation of mediation through the Entreprises Mediator, will ensure smaller businesses do not bear the brunt of the impact of payment issues,
• the banking sector will offer flexibility through credit agreements,
• the mobilisation of departmental business advisors will help enterprises, under 50 employees, in difficulty, to implement solutions. Other advisors specialised in corporate restructuring are also available for enterprises over fifty employees.

Content of measure

The measure covers a variety of sectors. The Mediator for Companies can assist all public and private enterprises. Similarly, the banking sector has not defined clear eligibility criteria.

However, advisors differ depending on the size of the enterprise. Therefore, : * SMEs and VSEs, with less than 50 employees, can be supported by the departmental advisers for businesses in difficulty; * enterprises, between 50 and 400 employees, can be supported by the administrators of restructuring, business difficulties prevention; * enterprises with less than 400 employees, can be supported by the departmental committee for the examination of business financing issues; * enterprises with over 400 employees, can be supported by the inter ministerial committee for industrial restructuring.

Use of measure

There is no estimated number of workers, citizens, or companies eligible for these measures.

Involvement

As part of the new inter-sector committee, employer organisations signed an initial recommendation to strengthen solidarity.

Views and reactions

The inter-sector committee comprises professional organisations and associations from across the value chain, including CGF, FCD, FF3C, FNTR, France Logistique, OTRE, UFIP EM and Union TLF. It also includes cross-sector organisations such as AFEP, AUTF, CPME, Medef and U2P. Supported by employer organisations, this committee will help to limit the impact of fuel cost increases within the freight transport value chain.
