Background information

The CGT-affiliated managers' union (UGICT-CGT) and the "Pour un réveil écologique" (For an ecological awakening) collective - which grew out of a campaign by engineering students to have environmental issues included in their training courses - have put together an "environmental work radar" to help staff representatives assess the environmental "ambition" of their company or administration and develop proposals with employees.

Content of measure

Drawing on the expertise of SECAFI, a financial consultancy for works councils, and with the financial support of ANACT, the French national agency for the improvement of working conditions, UGICT has developed the Radar Work and Environment, a tool for employees.

The ( Radar Work and Environment ) is accessible to all CGT staff representatives and trade unions via a website that enables them to draw up an inventory of the environmental ambitions of the company or administration, from its action against global warming to pollution issues, including the choice of subcontractors and employee training policies and the consequences for employment. The questions are factual, and for each one the site explains its importance and how to find the information, in the economic, social and environmental database (BDESE) and in the CSR information published by companies or government departments. The inventory is based on 4 steps:

Inventory: together with the trade union, draw up an inventory of the company's or local authority's environmental policy based on objective data covering seven areas: global warming, collapse of biodiversity, pollution, etc. Proposals: on the basis of the inventory, call on all employees or civil servants and their collective expertise to put forward proposals. Strategy: bring together employees or civil servants to define priorities and challenge company management Action: ensure that the demands are properly implemented over time and train over the long term.

The aim is to inform employees of the current state of play and to work with them to put forward concrete proposals, ranging from changes to the organisation of workstations to the transformation of the company's activity as a whole. In this way, the CGT intends to fight for the ecological transition, but also to anticipate transformations so as not to be forced into them later, with the consequences they could have on employment.

Use of measure

As of April 2024, thirty-nine companies, twenty-two government departments, and thirteen local authorities have joined the Radar initiative. The tool was slightly adapted to ensure its usability by local governments. In total, seventy-four trade unions are involved.. As of September 2025, around a hundred unions of CGT federation are using the new "work-environment radar" tool. Its objective is to promote ecological transition within companies and empower employees to take action on environmental issues. The tool's first step involves assessing the company's environmental policy, allowing employees' positions to be gathered. The radar also helps strengthen unionization by rallying people around a common issue.
