Background information

The invasion of Ukraine by the Russian Federation causes significant civilian casualties and damage to infrastructure and production assets. To create an effective support mechanism for critical and priority investments in recovery and reconstruction, on 12 December 2022, G7 leaders decided to establish the so-called 'Multi-Agency Donor Coordination Platform for Ukraine'.

The Steering Committee of the Platform includes senior officials from Ukraine, G7 countries and the EU. It meets regularly. The Steering Committee manages the Platform by consensus.

Content of measure

The Platform's task consists in coordinating the support for Ukraine's immediate financial needs and future reconstruction and economic recovery needs from a variety of sources and established funding instruments. It also aims to direct resources in a coherent, transparent and inclusive way, allowing efficient planning and delivery of assistance to Ukraine and avoiding duplication of efforts. The Platform works closely with the Ukrainian authorities to identify, prioritize and align strategic needs, in line with Ukraine's reform ambitions, funding conditions and structural support from major donors, and Ukraine's path towards EU integration.

As of 24 February 2023, recovery and reconstruction needs are estimated at approximately $411 billion. It includes also steps towards becoming a modern, low-emission country that has adapted to the policies and standards of the EU.
