The Recovery, Transformation and Resilience Plan is the fundamental instrument for the development of the Next Generation EU recovery funds, and represents the most important boost in Spain's recent economic history. European funds will be used for four different goals: ecological transition, digital transformation, social and territorial cohesion and gender equality.
On 29 May the Ministry of Industry, Trade and Tourism launched two lines of aid worth €218 million to boost the digital and green transformation of industries.
The first area of investment is the "R&D&I line." This investment aims to promote the implementation of innovation and sustainability plans in the manufacturing industry. This line is endowed with €188 million, of which €74 million will be provided as a subsidy and €114 million will be provided as a loan with an interest rate of 0% and a total repayment period of 10 years, with a three-year grace period. This measure supports the transition to a circular economy model and eco-innovation for the improvement of value chains, decarbonisation, improved energy efficiency, new renewable energy sources, the reduction of polluting emissions, the procurement of advanced materials and products, and the innovation of quality and safety processes.
The second area of investment is the "Línea Activa Financiación." This measure aims to support the development of industrial research, experimental development and innovation projects in the Connected Industry 4.0 field. This programme has two action frameworks: 'Activa-SMEs', dedicated to projects carried out by small and medium-sized enterprises, and 'Activa-Large implementations', supporting projects carried out by any type of company. The budget for this part of the measure is €30 million, of which €15 million will be provided as subsidies and €15 million will be provided as refundable loans with a subsidised interest rate of 0% and a total repayment period of 5 years, with a two-year grace period for the 'Activa-Pyme' line, and 10 years, with a three-year grace period, for the 'Activa-Grand Implementations' line.
As publishd by the Ministry of Industry at the end of June 2023, a total of 178 companies have submitted projects to the "Activa Financiación" programme to support industrial digitalisation for an amount of €84.4 million. A total of 197 applications were made. Projects submitted under the ActivaPyme line predominated, with 129 applications. Almost €29 million in the form of repayable loans and nearly €21 million in the form of grants were requested. By Autonomous Communities, Catalonia, followed by Madrid, Andalusia and Aragon have the highest of presented projects, accounting for almost 80% of the total.

No opinions have been expressed concerning these measures. In any case, the social partners are aware that the country's economic recovery and future depends on properly addressing unavoidable challenges such as digitalisation within companies and administrations. They know that digitalisation is one of the main axes that will shape the future of our society in the coming decades, and the digital society is the big bet for recovery. Both representatives of companies and representatives of workers collaborate in training programmes for workers, so that they can acquire digital skills and competencies, and improve their employability.
