Background information

The aim of the measure is to reduce maintenance costs and energy consumption of public building stock of cultural, architectural and historical value.

The round is financed from the measure "Energy efficiency of public sector buildings" provided for in the state budget strategy. The conditions and procedure of the measure are stipulated with a regulation No. 47 of the Minister of Finance of 20 December 2023.The measure is executed by Ministry of Finance and the applications are processed by The State Shared Service Center.

Content of measure

The measure is meant for public sector buildings, which means that the user is a local government, a state institution or an institution managed by it, a public legal entity, a state or local government foundation, or a business or a foundation owned by the state or municipality. The supported building must be an architectural or historical monument or be located in a heritage conservation area.

The grant can be used both for insulating buildings, improving air tightness and updating heating solutions. Also for building ventilation or cooling systems, installing lighting, automation and smart control devices. The purpose of the works carried out with the help of the grant is primarily to reduce energy volumes and costs. This means that the energy efficiency of the building should improve by at least 20% as a result of the works.

The scale of support provided in total is €24 million. It is possible to request up to €400,000 for one project and the maximum amount of support per square meter is €800.

Use of measure

The budget for the first round of applications was €6 million, with additional rounds planned over the next three years. A total of 35 project applications were submitted, of which 18 received approval. Recipients of support include institutions such as the Town Halls in Pärnu and Sindi, museums, cathedrals, manors, and schools. The initiative aims to reconstruct nearly 19,000 m² of heated public-sector spaces to improve energy efficiency, with an expected annual reduction in CO2 emissions of 287 tons.
