Background information

In order to support the technological transition to more sustainable manufacturing fields, and the social transition that this requires in the Ida-Viru region, a research body has been created. The consortium of Tartu University and Tallinn University of Technology has put together 22 research groups. See PolicyWatch case EE-2023-42/3316.

One of the working groups is entitled 'Monitoring transition processes and analysis of governance models' and it is lead by University of Tartu.

The consortium is funded by the European Just Transition Fund.

Content of measure

The research group has 3 ongoing projects. 1. Monitoring Socio-Economic Well-being and Workforce: This project analyses the region's shift away from an oil-shale based model. It seeks ways to support entrepreneurial interest, readiness for retraining, youth retention, service development, and optimism among residents. The project will develop methodologies for regional labor market monitoring and forecasting, and also mapping and monitoring local socio-economic well-being and innovation potential.

  1. Assessing Technological Future-Proofing: This project focuses on the creation of new technological niches during the just transition, both in new enterprises and research projects, and the factors influencing their progress. The study will map indicators of technology readiness levels and business readiness, aiding in evaluating the success of knowledge-intensive activities in the region and providing policy recommendations.

  2. Evaluating Health Impacts of the Transition: This project addresses the direct impact of societal changes on public health. It will assess the health status and healthcare use of Ida-Virumaa residents, identify weaknesses in the regional health system, and develop measurement methodologies to monitor health changes. The collected data will inform a roadmap predicting health trends under various future scenarios of the regional health system, contributing to an environmental and health monitoring barometer.

Use of measure

A summary of some recent results of the research has been made public. They have outlined four potential future scenarios for the labor market in Ida-Virumaa, each reflecting different dynamics between large enterprises and workforce interactions:

"Great Friends" Scenario: This scenario envisions a collaborative environment where large companies work closely together, fostering a cooperative labor market.

"Endless Employee Poaching" Scenario: Here, intense competition among major enterprises leads to a labor market characterised by constant recruitment battles for talent.

"Skills Market Competition" Scenario: This future anticipates a diversified business landscape with a gig economy, where jobs emerge and disappear rapidly, necessitating continuous skill development among workers.

"Collaborative Sharing Economy" Scenario: In this model, a varied entrepreneurial ecosystem thrives on shared resources and cooperative employment practices, promoting flexibility and adaptability in the workforce.
