Background information

Research indicates that, especially in the heating season, localized heating stands out as a significant contributor to urban air pollution. The financial assistance provided for the replacement of old furnaces with new, environmentally friendly heating systems seeks to encourage individuals to opt for choices that not only enhance air quality but also offer added benefits in terms of fire safety and energy efficiency.

The financial support can be applied for at Kredex foundation (set up by the Ministry of Economic Affairs and Communications) website and is co-funded by European Regional Funds.

Content of measure

By analyzing data from outdoor air quality monitoring, areas in Estonia exceeding the allowable fine particle levels during the heating season have been pinpointed. In these regions, residents have the opportunity to receive state support to replace their heating stoves with newer, more environmentally friendly models. The level of support varies depending on the specific region and is either 50% or 70% of the cost.

Applications can be submitted by natural persons who are owners of a residential building or in whose favor the building right or apartment building right has been set. The subsidy is paid out on the basis of expenditure documents. This means, that generally the applicant first has to cover the cost of the work by themselves and will be reimbursed upon presenting expenditure documents.

The maximum subsidy amount per residential unit is €10,000. A specific subsidy amount has been established for the purchase, installation or construction of heating equipment. For example, in the case of a new oven, the cost is calculated at €6,400, of which 50% (3,200 euros) or 70% (4,480 euros) is reimbursed depending on the region.

The total budget of the support measure is €18.5 million, which is co-financed by the European Regional Development Fund. The budget for the first round of applications is €10 million, and up to 1,850 heating devices are estimated to be updated with this amount.
