The purpose of the financial measure is to prevent or reduce the possible harmful consequences of floods on human health, the environment, cultural assets and economic activity in important flood-related risk areas. Research has determined 16 areas in Estonia that are at high risk of flooding. The financial measure can be used for construction activities that would help mitigate the risks, such as constructions for dispersing rainwater, promoting drainage, and the renewal and reconstruction of land reclamation systems.
The measure is a part of the national Flood risk mitigation plan 2016-2021 carried out under the EU Floods Directive. The conditions of the support measure are stipulated by a ministerial directive (Ministry of Climate).
The measure is specifically designed for local governments. To qualify, the area must be in the list of high risk areas of flood-related damages to the population, economy, and cultural assets. These high-risk areas were identified through research. The areas are primarily concentrated in western and northern Estonia, with a few located in the eastern part of the country. Eligible applicants include local governments, unions of local governments, or water enterprises belonging to local governments. Financial support is provided as reimbursement, based on submitted documents validating incurred expenses, such as invoices.
The maximum amount of support per application was €800,000 and the maximum share of the grant was 85% of the project's eligible costs. The budget for the first round was €930,374. The support measure is financed by the revenue received from the trading of greenhouse gas emission allowances for the period 2013-2020.
The budget for the second application round opened in April 2024 is €3,602,557, and maximum share of the grant is 70% of the projects eligible costs. Applications will remain open until the allocated budget is fully utilized.
