Background information

The German Federal Government adopted the Federal Climate Change Act (Bundes-Klimaschutzgesetz) in 2019 and amended it in 2021. The latest amendments brought forward Germany's goal to achieve climate neutrality by 2045 (instead of formerly 2055). To achieve climate neutrality, greenhouse gas emissions need to be reduced by at least 65% by 2030 and by at least 88% by 2040. This is in comparison to the levels of 1990. Making cycling a more attractive means of transport is one the many measures adopted in this context.

Content of measure

The Federal Ministry for Digital Issues and Transport (BMDV) received over €360 billion for the budgetary year 2024, in order to fund different projects that are all concerned with improving cycling opportunities in Germany. Projects funded by the BMDV concern:

  • the creation of new ideas and concepts to improve transport conditions for cycling, also in combination with other modes of transports (such as foot paths, public transport or road transport etc.)
  • the improvement of transport conditions for cycling (including construction projects to improve local or long-distant cycling routes)

These are only specific measures of the broader Federal Climate Change Act.
