Background information

In July 2021, a flood disaster cost numerous lives and caused billions of euros in damage to buildings and infrastructure. In Germany, the federal states of Rhineland-Palatinate and North Rhine-Westphalia were particularly affected, and Bavaria and Saxony were also affected (however to a much lesser extent). The federal government decided to support the protection of the affected population, institutions and companies and the reconstruction with €30 billion.

Content of measure

The focus of the “Reconstruction Aid 2021” fund, which has a budget of up to €30 billion, is on private households, companies and public institutions (associations, foundations and others) affected by the flood. The federal government paid an initial €16 billion into the fund and will provide further finance according to the needs on the basis of the yearly federal budget. The damage period is defined as the month of July 2021. The administration of the aid is carried out by the respective federal states. They are responsible for both the application process and the payment. At the end of 2022, the federal government decided to extend the application and approval deadline for reconstruction aid until June 2026.

Affected citizens, companies and other institutions will be granted compensation of up to 80% of the damage. In addition, there are benefits from insurance or emergency assistance so that the overall sum provided can compensate up to 100% of the damage. Any additional services provided by third parties or emergency aid must be counted towards the fund's aid. For justified cases of hardship, an individual case regulation can be made and up to 100% of the damage can be compensated for fund. For measures to restore the infrastructure, aid amounting to up to 100% of the damage caused can be granted, taking into account the economic plan and the respective programs.

Use of measure

According to the 2022 'Report on the 2021 flood disaster: disaster relief, reconstruction and evaluation processes' of the Federal Ministry of the Interior and Homeland and the Federal Ministry of Finance, the approval procedures will not be completed until the end of 2023 and only then will there be clarity regarding the funding requirements in the federal states
