Background information

To achieve the German Federal Government’s climate protection goals, the building stock must undergo comprehensive energy-efficient renovation by 2050. This presents major challenges for many housing companies.

This is where the idea of serial renovation comes in. It aims to integrate new technical possibilities for industrial prefabrication - not just of individual products, but of fully coordinated renovation elements - as well as the opportunities offered by digitalisation into renovation processes.

Content of measure

Between 2021 and 2023, the Federal Ministry for Economic Affairs and Energy (BMWE) ran a federal funding programme to support technical and conceptual innovations for serial renovation. Serial renovation refers to the energy-efficient refurbishment of existing buildings using prefabricated facade and roof elements produced off-site, including associated building technology (e.g., heat pump modules), and their installation on existing buildings. These off-site prefabricated elements are manufactured to such a high degree of completion that the time required on-site is significantly reduced compared to conventional renovation.

It was expected that construction companies, suppliers, or craft businesses would offer and further develop new solutions, achieving cost reductions through volume and automated prefabrication, among other things. Such developments are important to improve German building's energy efficiency.

Therefore, funding was provided in three areas:

Module 1: Conducting feasibility studies with a maximum of €150,000 being granted. Module 2: Development and testing of serial renovation components for individual pilot projects with a maximum of € 5 million being available. Module 3: Supplementary investment grants for building production capacities for serial renovation component with a maximum of € 10 million being available for a single project.

The original funding directive from April 2021 expired at the end of 2023. The Federal Office for Export Control and Economic Affairs (BAFA) has not yet received any information on whether, when, and to what extent the funding directive 'Federal Funding for Serial Renovation' will be continued. Accordingly, it is currently not possible to submit applications under the programme.
