The Federal Ministry for Economic Affairs and Climate Protection (BMWK) is promoting the conversion to highly energy-efficient refrigeration and air conditioning systems as part of the Refrigeration and Air Conditioning Directive of the National Climate Protection Initiative (NKI). The amended directive has been in force since December 1, 2020, and was initially set to run for three years before being amended again on March 1, 2024. The measures supported contribute to increasing energy efficiency and reducing emissions of fluorinated greenhouse gases, thereby helping to achieve the German government's climate protection goals.
Funding is available for measures to increase energy efficiency in stationary refrigeration and air conditioning systems that use non-halogenated refrigerants in commercial applications. This also includes the installation of system components (e.g., for heat pump operation for waste heat recovery or storage tanks), provided that energy efficiency can be further increased. Eligible measures relate to the installation of systems, their retrofitting and conversion, and the efficiency conversion of small systems.
Companies, non-profit organizations, municipalities, local authorities, special-purpose associations and municipal enterprises, universities and schools, hospitals and church institutions are eligible to apply, regardless of their profit motive.
The subsidy calculator calculates the amount of possible funding based on the current funding guidelines. To do this, the calculator requests parameters and values that are relevant for the calculation, such as the type and cooling capacity of the refrigeration unit and the type and performance of the components of a refrigeration or air conditioning system.
Under the Refrigeration and Air Conditioning Directive, a total of around 5,200 highly energy-efficient refrigeration and air conditioning systems have been subsidized to date, with funding of almost €300 million. The subsidized systems can achieve energy savings of around 40 percent, thereby making a significant contribution to reducing greenhouse gas emissions.

Various industry associations and manufacturers/specialist companies have issued a statement. The Association of German Refrigeration and Air Conditioning Companies (VDKF) and the Federal Technical College for Refrigeration and Air Conditioning Technology have drafted a statement, which has also been co-signed by BIV, FGK, BTGA, and the RLT Manufacturers' Association. In it, they call for the continuation of BAFA funding in accordance with the “Refrigeration and Air Conditioning Directive”.
